This category is for cities who are on the first step before becoming a Zero Waste Certified City. They have made a firm commitment to become zero waste and are currently undergoing the design and initial implementation of their zero waste strategy. These are Zero Waste Candidate Cities and are municipalities who are yet to undergo an official audit to become Certified.
