In 2020, the European Commission announced the framework for its second Circular Economy Action Plan. As a result, an ambitious framework for EU Member States to work within is developing, whilst neighbouring non-EU countries have also followed suit and introduced a number of their own measures. However, despite this recent legislative activity, it remains a question as to whether European economies are any closer to becoming circular and how we should specifically measure circularity.
This webinar will go into greater depth to answer these key questions:
- Is a truly circular economy ever achievable? On our current trajectory, when could this be achieved in Europe?
- What are the indicators and benchmarks used in Europe to measure progress towards a circular economy?
- What are the policies and strategies that local municipalities should focus on implementing to help accelerate progress towards a circular economy? How can they best support national policy-creation and action towards this goal?

Henning is the Director Division Circular Economy at the Wuppertal Institute for Climate, Environment and Energy. He owns a Master degree in economics, a PhD in waste infrastructure planning, and he is a lecturer for resource economics at the Schumpeter School of Economics in Wuppertal. He coordinates several research projects on transition processes towards a circular economy, waste prevention and sustainable waste management, inter alia for the European Commission, the European Environment Agency and the OECD.

Caspar works as a project manager and consultant at Circle Economy and is Co-author to the Circularity Gap Report published annually at the World Economic Forum. Circle Economy is an Impact organisation with the mission to empower a global community of businesses, cities and governments to accelerate the transition to the circular economy through practical and scalable insights and solutions that address humanity’s greatest challenges. In his role at Circle Economy, Caspar conducts research and develops the messaging for the Circularity Gap Reporting initiative and works on consulting projects with Circle Economy’s Corporate partners. He holds a MSc degree in Global Business and Sustainability from the Rotterdam School of Management and has prior experience in strategy consulting, where he formed a passion for integrating circularity in business strategies.

Meadhbh is a resource justice and new economies campaigner with Friends of the Earth Europe, the largest grassroots environmental organisation in Europe, based in Brussels. Her background is in engineering – having qualified from University College Dublin, she worked as a civil and environmental engineer in Australia and in the UK before taking up work on environmental policy with Friends of the Earth Europe in 2015. She has worked on EU circular economy policies since, with focuses on land use and plastics in the past. Currently focused on overall consumption and resource use indicators including the material footprint, and on raw materials mining issues. She also carries out visioning work with national member groups on new economies.

Justine has an educational background in International, European and environmental law. She worked at the EU Unit of Greenpeace for four years on EU ocean and fisheries policy. After an eighteen month break travelling and getting involved in different small local projects, she joined Surfrider Foundation Europe, where she mainly worked on plastic pollution and contributed to the work of the Rethink Plastic alliance. Besides the work on plastics for the Rethink Plastic Alliance she joins our team on Consumption and Production where she will be leading our work on food contact materials, particularly the health impacts from single use packaging.
